I am "somewhat chagrined" with your letter of February 4, 2002 (copy attached).

Obviously you do not understand (or possibly because of your personal politics, you disparage) the value of the Army for a boy/man such as Philip. A few years ago, juvenile delinquents were given TWO CHOICES- Jail or the Army. Most chose the Army, and the Army generally "worked a miracle" instilling Self-Discipline, a sense of Self-Worth, job skills, and a vision for their future.

I have a great dissatisfaction with you and the manner in which you (collectively) have HELPED CREATE Philip’s "issues". I believe that you and Stephanie Williams (and others) conspired to fabricate a KNOWN FALSE ALLEGATION of "child abuse" against me. Further, I believe that you and Stephanie Williams (and others conspired to ENABLE Philip’s criminal behavior by REMOVING my authority as a Father. You (collectively) ENABLED and ENCOURAGED Philip to commit ever more "undisciplined behavior".

I hasten to POINT OUT that Philip committed NO MAJOR CRIMES until AFTER you (collectively) censored my authority. Further, the FELONIES he committed were perpetrated while he was IN FOSTER HOMES, AFTER YOU (collectively) completely removed my authority as a Father.

I think it is nothing short of COMICAL that you tried to deceive me into signing a form accepting financial responsibility for the POP MACHINE incident at Pendleton High School by saying "it’s nothing important. I just need your signature". But hey, I understand completely. Lying is an important part of your job description. (See enclosed definitions of LIE) And if you think you have impunity, so why not?

Well, there is the small matter of Color of Law Civil Rights Violations (see attached).

I believe that you (Molly Rogers) and Stephanie Williams (of the Enterprise branch of Oregon Services to Children and Families), along with OTHERS, knowingly CONSPIRED to CREATE and EXACERBATE Philip’s "Issues" for the SOLE PURPOSE of moving fresh, warm bodies into your systems.

Once you (collectively) created this Frankenstein’s Monster by ENCOURAGING and ENABLING his undesirable behavior, his "antics" exploded WELL BEYOND your expectations (See attached photo-copy of Wallowa County Chieftain- "One Juvenile exceeds Wallowa County’s $7,000 detention budget").

You (collectively) have DELIBERATELY mis-assigned or caused to be assigned to Philip numerous "disorders" or "syndromes" from the DSM-IV, DELIBERATELY ignoring the OBVIOUS simple "behavior rebellion". Which "diagnoses" were and ARE COMPLETELY SUBJECTIVE "opinions" from "mental health clinicians" (See enclosed- PoP Psychiatry as a weapon for Social Terrorism").

Further, I believe your (collective) insistence of keeping Philip on Zoloft (an anti-depressant with a KNOWN HISTORY of CAUSING VIOLENT BEHAVIOR), was DELIBERATELY DONE to keep him agitated and in trouble. (See attached September 13, 1999 grievance letter to Stephanie William, page 3).

One of the LAST disagreements I had with Philip’s "mental health clinician" in the fall of 2001 regarded Philip being put on Wellbutrin, another ANTI-DEPRESSANT. One of the SIGNIFICANT side effects of Wellbutrin, is SEX LIBIDO ENHANCEMENT. (See enclosed "Wellbutrin Side Effects", page 2).

Since I have absolutely NO REASON to trust the MOTIVES of your (collective) agencies, I LOUDLY insisted that a teenager should NOT be taking a SEX LIBIDO ENHANCER, and I offered MY THEORY that the agencies were attempting to involve him in a SEX CRIME, in order to "graduate" him into the ADULT PRISON SYSTEM.

Now that Philip has reached his 18^th birthday, he has "graduated" from the Juvenile system with-

NO HIGH SCHOOL DIPLOMA
NO GED
NO JOB SKILLS
Addicted to cigarettes
~and a~
Juvenile Record that locks him out of EVERY OPPORTUNITY

Once again, the task FALLS TO ME (Leonard Henderson) to be "Daddy" to this vapid kid, teach him some basic life skills, get the GED, and obtain some JOB SKILLS. It is now my task to teach him that the-

"warm, fuzzy, no self-discipline, New Age Childhood" is OVER FOR HIM, and he has now entered the BRUTAL WORLD of being a White Male in America with its attendant IMPOSSIBLE EXPECTATIONS, responsibilities, and BURDENS. Now, EVERYTHING that happens is HIS FAULT, even if he had nothing to do with it. Welcome to my world.

After your (collective) DELIBERATE DESTRUCTION OF MY HEALTH and LIFE over this kid, I STILL CARE ABOUT HIM and his opportunities for a future.

Since you (collectively) have been so "helpful" in CREATING Philip’s current situation in life, how about "making nice" and accelerating the expunction of his juvenile records to he MAY pursue SOME KIND OF FUTURE?
